Project Overview Hallmark Consultants conducted an independent Final Impact Evaluation for the InElam Project to assess sustainable economic development, local enterprise growth, and green economy initiatives. The evaluation measured systemic impact across target communities using international evaluation standards and participatory methodologies.

  • OECD/DAC Assessment: Evaluated program performance against standard criteria: Relevance, Coherence, Efficiency, Effectiveness, Impact, and Sustainability.

  • Qualitative MSC Method: Captured qualitative transformation and qualitative impact stories from beneficiaries using the Most Significant Change (MSC) approach.

  • Green Economy Evaluation: Applied specialized analytical tools to assess environmental sustainability, green job creation, and sustainable enterprise development in target regions.
