Project Overview Hallmark Consultants conducted an in-depth Governance Assessment for the SABAL-II Project to evaluate transparency, institutional accountability, and social inclusion. The assessment applied intersectionality frameworks to measure institutional governance practices across community-based organizations and local households.

  • Multi-Level Primary Research: Conducted rigorous field assessments engaging 49 Community-Based Organizations (CBOs) and 693 households.

  • Intersectionality & GESI Framework Application: Evaluated how power dynamics, gender, marginalization, and social identity impact participation and decision-making within local governance structures.

  • Institutional Strengthening Recommendations: Delivered actionable strategies to improve CBO governance, democratic decision-making, financial accountability, and inclusive service delivery.
